Knjiga se najprej osredotoča na koncept človekove varnosti in njegove številne različice. Temu sledijo primerjava relevantnih različic koncepta, identifikacija razlik s tradicionalnim konceptom varnosti, izpostavitev povezanosti s konceptom trajnostnega človekovega razvoja in identifikacija različnih kontekstov, ki so pogojevali nastanek različnih konceptov človekove varnosti. Glavni empirični cilj knjige pa je proučiti ključne načine uveljavljanja koncepta človekove varnosti v praksi. V zaključku so izpostavljene tudi nekatere ključne dileme, ki se pojavljajo hkrati s samim konceptom človekove varnosti. Dileme se nanašajo na (pre)veliko širino koncepta človekove varnosti, kar v nekem smislu ogroža njegovo koherentnost, nezadostno uravnoteženje človekovih pravic in varnosti v okviru koncepta človekove varnosti, napačno prepričanje, da je koncept človekove varnosti nekaj povsem novega itd.

Namen te knjige je postaviti teoretične in empirične okvire za poglobljeno in intenzivno razpravo o človekovi varnosti v Republiki Sloveniji. Slovenija je sicer stabilna država, vendar pa se vedno pogosteje sooča z izzivom odgovarjanja na pereče situacije, v katerih je človekova varnost eklatantno ogrožena. Boljše razumevanje koncepta človekove varnosti bi moralo prispevati k bolj premišljenemu in usmerjenemu odzivanju. Sekundarni namen te knjige pa je tudi približati fenomen sodobne človekove varnosti tistim znanstvenim disciplinam in strokam, ki se primarno ne ukvarjajo z varnostjo. Proučevani koncept namreč predstavlja ključno vstopno točko na varnostno področje za številne discipline, ki svojo ključno pozornost usmerjajo drugam.
