Hugo Grotius (1583–1645) je bil nizozemski diplomat, pravnik, književnik, politični in pravni filozof ter velja za utemeljitelja sodobnega mednarodnega prava. Med prvimi je združil elemente humanizma, pravila rimskega prava in pomen pravičnosti v celovit sistem pravnih pravil o odnosih med državami. Za vrh njegovega dela štejemo ločitev teologije od naravnega prava, ki je po Grotiusu položeno v posameznikov razum in na katerem temelji tudi razumevaje mednarodnih odnosov.

Vendar kot diplomat, politični in pravni filozof dobro pozna tudi realno politiko ravnotežja moči, nacionalnega interesa, verskih in hegemonskih vojn ter zahodnega kolonializma … Kadar govorimo o njem kot diplomatu, pravniku, književniku, filozofu prava in politike, moramo razumeti, da je deloval v okolju realnih in brutalnih osebnih in državnih interesov ter da je kot humanistični intelektualec vplival na razvoj naravnega in mednarodnega prava.«
