Ledena ujma, ki se je zgodila letos med koncem januarja in prvim tednom februarja 2014 ter nato takoj prešla v nekaterih delih tudi v poplave, je primer, ki je preprosto pokazal vso ranljivost sodobnih družb, prepletenost in soodvisnost ključne družbene infrastrukture, odvisnost od distribucije električne energije, šibkost informacijsko-komunikacijskih sistemov, .... Vsekakor je bila ledena ujma 2014 izredno specifičen varnostni dogodek, ki je daleč presegel dosedanje izkušnje kriznih razmerah na področju tako zaščite in reševanja kot tudi delovanja države na vseh ravneh. To je bil glavni razlog, da je Katedra za obramboslovje 23. 5. 2014 organizirala znanstveno-strokovni posvet na temo »Slovenija v ledenih okovih 2014 − odziv in izzivi«, na katerem so v obliki odprtega dialoga osvetlili odziv lokalnih in državnih akterjev na eno najhujših naravnih nesreč v naši državi. Rezultat posveta je tudi ta zbornik prispevkov, v katerih so avtorji predstavili tako deskriptivno analizo samega naravnega pojava in njegovih posledic (tako v naravnem kot antropogenem okolju), hkrati pa so odprli številna vprašanja nadaljnjega razvoja zaščite in reševanja v Republiki Sloveniji ter vlogo  posameznih akterjev znotraj tega.

V prvem delu so zbrana poročila in analize krizne situacije na državni ravni in na primeru občine Postojna, ki je bila gotovo med najbolj prizadetimi območji, odzivi različnih akterjev na nacionalni, regijskih in občinskih ravneh ter politični diskurz in odziv v Državnem zboru Republike Slovenije.

V drugem delu pa so zbrani polemični prispevki, komentarji, razprave, ki poleg potrebne strokovne kritičnosti poskušajo ponuditi tudi rešitve.
