Monografija v raziskovalno središče postavlja koncept mehke moči (soft power) držav. Tako je bralcu najprej ponujena konceptualna razmejitev mehke moči v okviru znanosti o mednarodnih odnosih ter analize zunanje politike; in sicer mehke moči kot zunanjepolitične zmogljivosti države, kot vpliva države v mednarodnem okolju in kot navzočnosti v smislu mednarodnega pozicioniranja države med notranjimi zmogljivostmi in zunanjim učinkom vplivanja. Nato je mehka moč empirično analizirana na štirih študijah primerov držav različnih kategorij vpliva v mednarodnih odnosih (male, srednje in velike sile). Pri tem avtorji uporabljajo kritično analizo prevladujoče poenostavljeno uporabljenega koncepta mehke moči njegovega snovalca Josepha S. Nye-a in proučujejo izvajanje mehke moči držav kot vpliva prek aktivacije legitimnosti ali prek reprezentacijske sile. Pozorni so tudi na načine, kako se trda (hard power) in mehka moč (pri izvajanju zunanje politike) kot zmogljivosti in strategiji vplivanja povezujeta v t. i. pametno moč (smart power). Empirične analize mehke moči držav ponujajo naslednje aktualne študije primerov, ki temeljijo na triangulaciji metod analize primarnih virov v izvornem jeziku, analize sekundarnih virov, kvantitativne analize mednarodnih baz podatkov in intervjujev: izgradnjo zmogljivosti in izvajanje kulturne diplomacije Republike Slovenije, javno diplomacijo Ruske federacije, primerjavo javne diplomacije Združenega Kraljestva Velike Britanije in Severne Irske ter Republike Argentine v primeru suverenosti Falklandskih otokov ter športno diplomacijo Republike Južne Afrike in drugih držav v razvoju. Monografija izpostavi možnosti nadaljnjega interdisciplinarnega znanstvenega proučevanja mehke moči (npr. v poslovnih vedah, komunikologiji in evropskih študijah) ter v zaključku ponudi aplikativno refleksijo spoznanj na zunanjo politiko Republike Slovenije kot male sile.
