Sistem javnih uslužbencev v širšem sistemu javne uprave nastopa kot del upravnega sistema ter hkrati obenem kot zaključen sistem, ki se po svojih značilnostih in pravnih procesualnih pravilih odziva na dražljaje svojega zunanjega in notranjega okolja ter tako nastopa v vlogi soodvisnega konstitutivnega elementa upravnega sistema. Avtor nadgrajuje teoretična sistemska izhodišča in upravno-pravni pogled na sistem javnih uslužbencev z politološkimi paradigmatskimi pristopi. Kako nasloviti problematiko korupcije v javni upravi, kako dosegati večjo učinkovitost in transparentnost delovanja javne uprave, kako pomembna je stopnja zaupanja v uprave institucije v »krhkih« postsocialističnih sistemih, kakšno vlogo ima upravna kultura in klima na delovanje javnih uslužbencev in nenazadnje tudi kakšen odnos se normativno pričakuje med javnim uslužbencem in funkcionarjem. Široka paleta pristopov, ki omogočajo aktualen in obenem znanstven prikaz problematik, s katerimi se srečuje vsaka sodobna družba ob oblikovanju učinkovitega sistema javne uprave in s tem njenega podsistema javnih uslužbencev, omogoča izreden pregled SJU v Sloveniji in primerljivo v drugih sistemih v Evropi. V monografiji so na enem mestu zbrana vsa teoretična izhodišča za razumevanje sistema javnih uslužbencev, mnogi pristopi k razumevanju aktualnih družbeno-političnih vprašanj, ki so nastopila kot posledica naraščajoče vloge javnih uslužbencev v sistemu javne uprave in celotnem družbenem sistemu, odzivanja družbe na porajajočo se problematiko in prevajanje teh odzivov v zakonodajo. Avtor konceptualne dele nadgradi s pregledom razvoja sistema javnih uslužbencev skozi čas, pri čemer je nazorno prikazan razvoj odzivanja državljanov in s tem tudi zakonodajalcev na prilagajanje upravnega (ter uslužbenskega) sistema koraku časa. Delo je obširen in hkrati pregleden doprinos k razvoju kritične upravno-politološke misli v Sloveniji.
