Monografija razčlenjuje jezikovnopolitična vprašanja slovenskega visokega šolstva v času pobolonjske Evrope. Zdi se, da se tudi v Sloveniji razpravljalci ne morejo izogniti neprestanemu zaostrovanju vprašanja na dve skrajni točki: med popolno odprtostjo rabe jezikov (ki bi v skrajnem primeru vodila v preklop iz slovenščine kot uradnega jezika visokega šolstva v angleščino) in izrazito zaprtostjo tudi takrat, ko bi tuji predavatelji ali tuji študenti vendarle potrebovali ponudbo predmetov ali programov v tujem jeziku. Ves čas razpravljalci ponujamo tudi kompromisno pot, a ker smo jezikoslovci, natančneje, večinoma slovenisti, smo obsojeni, da se nam a priori pripisuje pretirano zaščitniški odnos do jezika in so naši predlogi presojani skozi ta filter.

V knjigi združujemo in nadgrajujemo dosedanje poglede in razprave, jih utemeljujemo z empirično analizo, ki je bila opravljena za raziskavo Primerjalna študija o učnem jeziku v visokem šolstvu v Republiki Sloveniji in izbranih evropskih državah, s pregledom pravno-formalnih izhodišč o jeziku visokega šolstva v Evropi in na slovenskih javnih univerzah ter z anketiranjem udeležencev visokošolskega študija v Sloveniji in intervjuji z odločevalci o jezikovni politiki visokega šolstva. Podatke, pridobljene za potrebe študije, smo za knjigo še podrobneje analizirali, pri čemer nam je z metodološkim znanjem in nasveti pomagal Samo Kropivnik, ki pri navedeni študiji ni sodeloval.

Med slovensko zakonodajo, ki omejuje izvajanje predmetov in programov v tujem jeziku, ter strategijo države in univerz glede razvoja visokega šolstva nastaja vedno večji prepad. Strategije razglašajo obveznost slovenščine kot učnega jezika kot oviro pri nadaljnji internacionalizaciji visokega šolstva, konkretnih ukrepov za nadaljnji razvoj slovenščine ob povečanju deleža tujega učnega jezika pa ne ponujajo.

Namen monografije je poiskati možnosti nadaljnjega razvoja jezikovne ureditve slovenskega visokega šolstva, pri čemer izhajamo iz statusa slovenščine kot uradnega jezika Republike Slovenije in primarnega jezika celotnega javnega izobraževanja v naši državi, zavedamo pa se tudi potrebe po povečanem vključevanju tujih študentov in učiteljev ter po nadaljnjem razvijanju kakovosti visokega šolstva. Na podlagi opravljene analize evropskih študij in dokumentov ter stanja na slovenskih univerzah so ponujeni kratko- in dolgoročni ukrepi jezikovne politike v slovenskem visokem šolstvu.
