Rosalyn Higgins v svetovnem merilu velja za eno največjih sodobnih avtoritet mednarodnega prava.

Njena knjiga "Problemi in proces"  v slovensko pravo prinaša izvirne in pronicljive poglede na splošni del mednarodnega prava in je zanj z značilnostmi anglosaške pravne tradicije, kot so pragmatičnost, natančnost, zdravorazumskost in ustvarjalnost, dobrodošla obogatitev. V uvodnem poglavju avtorica predstavi svoj teoretični pristop k pravu. V nadaljevanju se loti vseh temeljnih tem, ki jih mora vsebovati celovito delo o mednarodnem pravu, od virov mednarodnega prava, udeležencev v mednarodnem sistemu, vprašanj jurisdikcije in imunitet, človekovih pravic in načela samoodločbe narodov, naravnih virov, odgovornosti držav, delovanja sistema OZN, načel in pravil reševanja mednarodnih sporov pred sodišči, do individualne in kolektivne uporabe sile. Za vsako poglavje je značilno, da avtorica problemsko osvetli področje in nato s soočanjem različnih pogledov in argumentov, ki mnogokrat temeljijo na bogatih izkušnjah avtorice iz prakse (R. Higgins je bila tudi uspešna odvetnica pred britanskimi sodišči), razreši uvodno dilemo. Zato je branje te odlične knjige, ki je ponekod zahtevno, prava osvežitev. S svojo angažiranostjo bralca pritegne, da sodeluje na miselni poti in se neprenehoma opredeljuje do problemskih vprašanj mednarodnega prava. Čeprav je knjiga iz leta 1994, je ena njenih največjih odlik aktualnost njene vsebine. Rešitve, ki jih je podala R. Higgins, so bile na »pravi strani zgodovine«, kar je najpomembnejše merilo za ocenjevanje intelektualnega dela. Zato lahko to knjigo še danes uporabljamo kot vir, priročnik, učbenik ali problemsko razpravo glede perečih vprašanj, ki se zastavljajo na problemskem obzorju mednarodnega prava.
